PURCHASE OF DEVELOPMENT RIGHTS (PDR) / CONSERVATION EASEMENT DEFINED:

 

The purchase of conservation easements compensates property owners for restricting the future use of their land for residential, commercial, and industrial development, also know as the "Purchase of Development Rights" or PDR's. 

 

PDR programs are based on the concept that property owners have a bundle of rights to their land, including: the right to use the land, lease, sell and bequeath it, enroll it in government programs, borrow money using it as security, construct buildings on it, and mine it, or protect it from development, subject to local land use regulations.

 

Some, or all of these rights can be sold or donated to another person, or organization.  PDR programs enable landowners to separate the right to develop their land from their other property rights.  After selling or donating an easement, the landowner retains all other rights of ownership to their land.
